STORRINGTON & SULLINGTON PARISH COUNCIL
Minutes of the Meeting of the Infrastructure, Communications and Environment Committee held in The Chanctonbury Room, The Parish Hall, Thakeham Road, Storrington, on Wednesday, 9th September 2009 commencing at 7:00 p.m.
Present: Mr D. Roper in the Chair, Mr. D Atkins, Mr. R. Carter, Mr. R. Dawe, Mr. A. Head.
In Attendance: Mrs. L. Wheatley and Mrs. A. Worthington-Leese.
14. Apologies for Absence were received from Mr. J. Sanson (Holidays), Mr E Gibbons (Ill), The reasons for absence were duly ACCEPTED.
15. To Receive Declarations of Interest from Members. There were no declarations of interest from Members.
16. To Approve and Sign the Minutes of the Last Meeting held on the 3rd June 2009. The minutes were duly APPROVED as being a correct record of the proceedings thereat and were signed by the Chairman.
Matters Arising.
17. Minute No. 6 – Gateways onto Land around the Pond. It was reported that this matter had not been progressed but was in hand.
18. Minute No 9 – Business Continuity. Due to staff illness and holidays, this matter had not been progressed but was in hand.
19. Minute No 10 – Emergency Plan. Due to staff illness and holidays, this matter had not been progressed but was in hand.
20. Storrington Pond Matters. It was reported that the operation to remove excess fish had now been completed. The contractors were confident that the exercise had been successful and would be in contact soon to arrange for further water samples to be sent for testing. The Contractors also reported that the law had been changed and that a licence had been required to carry out the operation and this had been applied for with the Environment Agency and received. With regard to Minute No. 7 (d), Mr Head reported that he had made some enquiries following Water Habitat’s recommendation for the application of Siltex. This material was in effect, agricultural lime, a relatively cheap commodity and this should be taken into account when considering other quotations.
21. Christmas 2009. Report on Working Party Meeting held on 27th August 2009. It was
Reported that the meeting had taken place at Forge House and was attended by
representatives of the Parish Council, The Round Table, Storrington Traders Group and The
Community Partnership. A copy of the minutes from this meeting had been provided to
members and further copies were available from the Parish Office. It was AGREED.
That the Late Night Christmas Shopping Event should be planned for
Thursday 3rd December and the recommendations put forward by the
Working Party would be supported
A further meeting of the Working Party had been scheduled for 7th October 2009.
It had been reported that Caremark Ltd of Pulborough had kindly offered to sponsor the
Lights on the Christmas Tree at Place Villerest and it was suggested that the electrical
connections should be checked to ensure that they could sustain vandalism and would be able to support the lights. It was AGREED.
That these checks would be carried out.
22. To Consider cost of West Sussex Street Lighting PFI Project. WSCC had provided
the agreement and schedules to the agreement for the provision and maintenance of
streetlighting at a cost of £31.00 per light. It was AGREED.
That this cost be accepted at £31.00 per light.
23. Documents Available for Councillors to Read. There were no documents to read
24. Health and Safety. There were no issues raised
Chairmans Announcements.
25. Planter Troughs. It was reported that an application for S106 funds had been
made to Horsham District Council for the purchase of 3 new planter troughs and that the
application would be considered on 12th October at Horsham District Council Offices at
5 pm. Mr Sanson and Mr Roper had indicated that they would attend.
26. Nuisance Cyclists. Cyclists on pavements had been reported as causing a problem to pedestrians in the village, Particularly around Old Mill Square. Mr Head advised that he had observed two instances where nuisance cyclists had been stopped by the police.
27. Car Park Signage. Members raised concerns about the lack of noticeable signs directing
traffic to the Car Parks in the village and it was suggested that this matter be looked into and
contact made with West Sussex County Council to explore the possibility of providing
larger, more noticeable signs.
