STORRINGTON & SULLINGTON PARISH COUNCIL
Minutes of the Meeting of the Infrastructure, Communications and Environment Committee held in The Chanctonbury Room, The Parish Hall, Thakeham Road, Storrington, on Wednesday, 1st April, 2009 commencing at 7:00 p.m.
Present: Mr J. Sanson in the Chair, Mr. R. Carter, Mr. R. Dawe, Mr. A. Head, Mr. C. Mason and Mr. D. Roper.
In Attendance: Mrs. L. Wheatley and Mrs. A. Worthington-Leese.
53. Apologies for Absence were received from Mr. E. Gibbons (Ill). The reason for absence was duly ACCEPTED.
54. To Receive Declarations of Interest from Members. There were no declarations of interest from members.
55. To Approve and Sign the Minutes of the Last Meeting held on the 4th February, 2009. The minutes were duly APPROVED as being a correct record of the proceedings thereat and were signed by the Chairman.
Matters Arising :-
56. Minute No. 48 – Road Imprint, Manleys Hill. Mr. Mason advised that he had received an e-mail from Cllr. Frank Wilkinson to inform him that a meeting had been arranged with West Sussex County Council to discuss this issue on the 2nd April, 2009. Further information would be made available following this meeting.
57. Environmental Upgrades at Storrington Pond. It had been reported that the aerators were still not working. Work was due to recommence after 16th April when the new pump would also be checked and further water samples taken. The reed beds were due to sprout imminently and Lily Pads would also be placed later in April. Some expected funds had been received from W.S.C.C., but it was reported that a claim for further payment, made some six weeks ago, had still not been processed and that a third claim would also need to be made. Mr Dawe Proposed, Seconded Mr. Roper and UNANIMOUSLY AGREED that:-
A letter should be sent to Cllr. Frank Wilkinson making him aware of the delays in the Parish Council receiving these funds and advising him that if the matter had not been addressed within ten days then contact would be made with the Chief Executive of W.S.C.C.
It was reported that a member of the public had enquired about sailing his model boat on the pond and that he had been advised to await the outcome of the toxicology reports.
58. To consider Christmas Lighting Quotations. Two quotations had been received for Christmas Lights for the High Street and to place lights in the large tree in Place Villerest as follows :-

Following detailed discussion on the options it was AGREED :-
To accept the quotation from Festive Lighting and to enter into a three year hire agreement for 19 decorative lights to adorn the lanterns along the High Street at a cost of £3,304.25 during year one, followed by £2,318.00 in years two and three inclusive of storage, maintenance and delivery. This cost would be exclusive of VAT, installation would be approximately £2,470.00. (Parish Councils Act 1957 s.3)
Two quotations had been obtained to fit the necessary fixtures to the nineteen new street lights in the High Street. Festive Lighting could adapt the lighting columns such that the decorations would fit to the price of £157 per column and W.S.C.C., had quoted £250.00 per column. It was AGREED :-
To accept the quotation from Festive Lighting in the sum of £2,983.00. (Parish Councils Act 1957 s.3)
59. Documents Available for Councillors to Read. There were no documents.
60. Health and Safety. There were no issues raised.
61. Chairman’s Announcements. It was reported that West Sussex Highways wished to erect bollards outside of NatWest Bank, following observations of the Bullion Delivery Van parking on the block paving directly in front of the Bank. West Sussex Highways also expressed intentions to place a bicycle rack and bollards at the bottom of School Hill to prevent vehicles from being parked on the pavement outside of the cottages opposite Storrington Auto Parts. Discussions ensued during which it was mentioned that this same delivery vehicle also parked on the block paving outside HSBC Bank. It was AGREED:-
A site meeting should be arranged between Councillors and representatives from West Sussex Highways at School Hill and that a letter should be sent to NatWest and HSBC Banks requesting that alternative arrangements be made with the Bullion company for parking during collection and deliveries.
There being no further business the meeting closed at 7.58 p.m.
