STORRINGTON & SULLINGTON PARISH COUNCIL
Minutes of the Meeting of the Infrastructure, Communications and Environment Committee held in The Chanctonbury Room, Sullington Parish Hall, Thakeham Road, Storrington, on Wednesday, 11th July, 2007, commencing at 7.00 p.m.
Present: Mr. J. Sanson in the Chair, Mr. R. Carter, Mr. R. Dawe and Mr. A. Head.
In Attendance: Mrs. L. Wheatley and Mrs. A. Worthington-Leese.
18. Apologies for Absence were received from Mr. D. Atkins (holiday), Mr. E. Gibbons (work) and Mr. C. Mason (holiday). The reasons for absence were duly ACCEPTED.
19. To Receive Declarations of Interest from Members. There were no declarations of interest from Members.
20. To Approve and Sign the Minutes of the last Meeting held on the 11th June, 2007. The minutes were duly APPROVED as being a correct record of the proceedings thereat and were signed by the Chairman.
Matters Arising :-
21. W.S.C.C. High Street Signage. The list of incorrect, redundant or visual clutter and brown signs had been given to Mr. Mike Horton the Local Traffic Engineer. This was one of the projects on a list that he has to do and hopes to action in the near future. The details about signs that needed cleaning had been passed to the Highway Rangers.
22. Storrington Pond. A list of contractors that may be able to help had been received from the Environment Agency and four further requests for quotations had been sent. If there were no replies within ten days, requests should be sent to other companies.
23. Christmas Decoration Planning and Grants. The various options that were open to the Council were explained to the meeting. Long discussion ensued with various views being expressed such as :-
➢ The Council should not get involved in the Late Night Shopping event.
➢ It would be a shame if the High Street were not lit up.
➢ Perhaps the Council could give the Traders a donation towards Late Night Shopping.
➢ Have a competition for the best decorated shop window with a prize for the winner.
Members should keep this subject in mind, as the Parish Council would need to make a decision at their next meeting.
24. To Consider Re-designing the Parish Council Headed Notepaper to incorporate the Quality Council Status symbol. A draft with a stork on the top left-hand side and the Quality symbol on the right-hand side was shown to the meeting. Members did not like this and would like to see what the existing headed notepaper would look like with the Quality symbol in the bottom left-hand corner.
25. Street Light, Browns Lane. The first column was defective due to the old fitting/timeswitch being beyond economic repair. Therefore a new lantern and road closure were required. The quotation to remove the old, supply/install new lantern and arrange road closure was in the sum of £248.55 plus V.A.T. It was AGREED :-
To accept this quotation.
26. W.S.C.C. Highway Directional Signing, Pulborough Rugby Club, unclassified access road from A.283. This was for two signs to be installed on the verges of the access road near the A.283 junction. Following discussion it was AGREED :-
The Council had no objection to the installation of these signs.
27. Bus Shelters – No Smoking. One quotation had been received for ‘No Smoking (with pictogram) in this Bus Shelter’ had been obtained in a 3mm dibond with a protective overlaminate and fixing holes in each corner of £17.50 plus V.A.T., and delivery. Members did not feel that these would be appropriate. It was felt that the words ‘it is illegal to smoke in this bus shelter’ was required. This should be checked.
28. H.D.C. Scrutiny and Overview Work. Mr. Dawe and Mr. Sanson declared an interest in this item because they were both on the H.D.C., Scrutiny and Overview Committee and took no part in the discussions on this item. Therefore, the meeting was no longer quorate, so the meeting moved to next business.
29. Health and Safety. There were no matters raised.

Chairman’s Announcements.
33. Public Toilet Provision. A resident, with a weak bladder, had written about the unacceptable situation that currently existed in Storrington because there was no public toilet facility available before 10.00 a.m., as the Anchor P.H., was not open. It was considered that they should write to H.D.C.
There being no further business the meeting closed at 7.55 p.m.
