Minutes of the Meeting of the Planning and Development Committee held in The Chanctonbury Room, The Sullington Parish Hall, Thakeham Road, Storrington, on Thursday, 8th October, 2009, commencing at 7.00 p.m.
Present: Mrs. A. Worthington-Leese in the Chair, Mr. R. Jerman, Mr. J. Macey,
Mr. A. Mullard and Mrs. L. Wheatley.
64. Apologies for Absence were received from Mr. R. Dawe (prior engagement). The reason for absence was duly ACCEPTED.
65. To Receive Declarations of Interest from Members. Mr. Macey declared a personal interest in planning application number DC/09/1234.
Matters Arising:-
67. Minute No. 54 : 8, Rowan Close Licence. A letter had been received from the owners today. Mrs. Worthington-Leese read out the letter to members along with the Clerk’s draft response. It was UNANIMOUSLY AGREED:
to send the Clerk’s letter by recorded delivery, enclosing copies of previous correspondence to the owners and if the monies were not forthcoming, legal proceedings would be set in motion.
68. Minute No. 55 : Vintage Rose Café & Bookshop. Members noted that on 29th September an HDC refuse truck had hit the front of this property and blocked the main road into Storrington. This had resulted in traffic congestion for a number of hours. Members agreed that it was very fortunate that no one was sitting outside the premises at the time. Photographs of the accident had been sent to W.S.C.C. and it was noted that the licence would be reviewed after the one year had elapsed. Mrs. Worthington-Leese requested that the office make a note of when the licence was up for review, in order that any comments could be sent to County beforehand.
69. Minute No. 56 : Laybrook Brickworks Quarry Planning Application. Mrs. Worthington-Leese notified members that this application had been withdrawn by the joint applicants following the threat of legal action on a technicality. The challenge was on a technical argument that the application was not valid as the application form and notices were incorrectly completed. The only way to test the challenge would have been to take the application through the courts which could take months. Instead, the applicants decided to withdraw and re-submit with the appropriate changes. W.S.C.C. had confirmed that following validation, the new application would be registered under a new number and the Parish Council would be re-consulted. The committee agreed that providing there were no other changes their comments would be re-submitted unchanged.
70. Minute No. 57 : Cootham Pig Farm. A Court Judgement had been given on 28th September giving the owners 100 days (by 6th January 2010) in which to comply with the abatement notice served by H.D.C., following complaints received from residents about the smell caused by the pigs. Members had been copied in on this news on 30th September.
With the agreement of the meeting, agenda item no. 5. was taken at the end of the meeting.
71. Planning Applications Awaiting Comment – Appendix I.
(a) DC/09/1582 – Land South of Oak End, Thakeham Road. Mrs. Worthington-Leese reported that members had undertaken a site visit but could not really see any need for the suggested works. Unfortunately, Mr. Will Jones of H.D.C. had not yet had time to visit the site himself and his comments were awaited before any such decision would be made.
(b) DC/09/1755 – Land Fronting 67-72, Meadowside. Mr. Jerman took this application away to comment on.
72. Planning Application Decisions – Appendix II. These were duly NOTED.
73. Planning Applications, Comment Summary – since the meeting on the 10th September, 2009. These were duly NOTED.
74. Appeals Lodged
(a) DC/09/1112 – Land East of Sawyards, Manleys Hill. A letter of objection to this application had been sent to the Planning Inspectorate on 29th September.
(b) DC/09/1235 – Greenacres Farm & Holly Cottage, Washington Road. A letter of support for this application had been sent to the Planning Inspectorate on 16th September.
(c) DC/09/1061 – Charity Farm. Pulborough Road. It was not felt necessary to send a further letter of support for this application.
75. S106 – Monies.
(a) Oaklands Farmhouse, Hurston Lane. Members noted the contributions as: £2,387 – Community Facilities, £1,680 – Transport Infrastructure, £110, Fire Services and £6,453 – Education contribution
76. Chairman’s Announcements.
(a) H.D.C.’s Planning E-Consultation. Mrs. Worthington-Leese notified members that Rod Brown and Jeanne Coker had delivered a laptop and projector on 30th September and given the office a brief demonstration. Unfortunately to date, no electronic planning applications had been received to demonstrate the system to members.
(b) “A” Frame Meeting. Mrs. Worthington-Leese gave a brief précis of the meeting held on 22nd September. Copies of notes from this meeting were available for members to view if wished.
(c) Application for a Club Premises Certificate for Storrington Squash Club. Mrs. Worthington-Leese notified members of the above and as the application was for exactly as before, no objections had been raised.
(d) The Anchor Inn Signage. Mrs. Worthington-Leese informed members that during the “A” Frame Meeting, it was noted that two very large signs either side of the Anchor’s car park were of sufficient size to require a licence. This had been reported to H.D.C. and their Compliance Team were now dealing with this.
Also, within the October copy of Sussex Local (page 28), there was an article showing a new patio, fencing and a structure which was believed to require planning permission due to the whole area (including the car park) being in the Conservation Area. Again H.D.C.’s Compliance Team was aware and a complaint file had been opened in this regard.
(e) Greenoak Housing Association. The Clerk had been invited to the opening of their latest greenhomes at Abbey Walk, Ravenscroft on Tueday 20th October and it had been agreed that this could be extended to two members of the Planning Committee. It was decided that Mrs Worthington-Leese and Mrs. Read (Assistant to the Clerk) would attend this event.
77. Documents for Councillors to Read.
(a) H.D.C. LDF: Leading Change in Partnership to 2026 and Beyond, Consultation
Document. Mrs. Worthington-Leese took this document away to comment on.
78. Village Design Statement. The draft document was shown to all members for them to comment on and make any additions. It was agreed that the office had done a tremendous job so far. Various photographs were still required which Mr. Jerman very kindly agreed to take, Mr. Mullard was asked to write up a small article regarding the millennium time capsule and Mrs. Worthington-Leese agreed to take some photographs of Sullington doors. Members took copies of the draft Design Statement away, in order that they could make further additions/amendments. These should be given to the office by the end of week commencing 12th October in order that a final draft could be produced. It was UNANIMOUSLY AGREED:
The Public Exhibition should be held at the Parish Hall during week commencing 26th October. The office was asked to book the dates, as many as possible depending on hirers and create posters advertising the exhibition dates which should be displayed on the notice boards, at Forge House, the Library and at the Parish Hall. Mrs. Wheatley also asked if the office could design some form of leaflet/flyer advertising the exhibition dates which could be distributed to the shops in the village. It was also agreed that each page of the draft document should be enlarged in colour and displayed on covered tables around the main hall. Any comments should be made on post-it notes and stuck to the relevant pages. Mrs. Worthington-Leese and Mrs. Wheatley kindly offered to assist the office in setting up the exhibition.
There being no further business the meeting closed at 8.30pm.
