STORRINGTON & SULLINGTON PARISH COUNCIL
Minutes of the Meeting of the Planning & Development Committee held in The Chanctonbury Room, The Parish Hall, Thakeham Road, Storrington, on Thursday, 12th November, 2009, commencing at 7.00 p.m.
Present: Mrs. A. Worthington-Leese in the Chair, Mr. R. Jerman, Mr. J. Macey,
Mr. D. Roper and Mrs. L. Wheatley.
79. Apologies for Absence were received from Mr. R. Dawe (prior engagement) and Mr. A. Mullard (prior engagement). The reasons for absence were duly ACCEPTED.
80. To Receive Declarations of Interest from Members. Mr. Roper declared a personal interest in planning application number DC/09/1979.
81. To Approve and Sign the Minutes of the Last Meeting held on the 8th October, 2009. These minutes were duly APPROVED as being a correct record of the proceedings thereat and were duly signed by the Chairman.
Matters Arising:-
82. Minute No. 67 : 8, Rowan Close Licence. Mrs. Worthington-Leese reported that legal proceedings had resulted in a claim form being sent to the defendants requesting that they pay the sum of £99.50 within 28 days of issue (22/10/09). On 9th November a cheque for the full amount had been received from the defendants and the Court notified of this payment. The Court informed the office that once the cheque had been cashed, the office should contact them again in order that they could cancel the hearing. It was UNANIMOUSLY AGREED:
That once the cheque had cleared the office would notify the Court, requesting they withdraw the claim, reclaim the court fee from them and then reimburse the owners for that fee of £25. .
83. Minute No. 76(e) : Greenoak Housing Association Official Opening. Mr. Jerman gave a brief update on this event opened by Mr. Dawe. It was very interesting to visit the houses and be able to ask residents questions about them. The properties were built to a very high spec with the fronts being boarded in locally sourced chestnut. Hand-outs from the opening were passed around for members to look at and Mr. Jerman informed members that an article would be in the next edition of Storrington News.
84. Minute No. 78 : Village Design Statement. This draft document had been on display at the Library during week commencing 26th October. A number of comments were made, however most were to do with the lack of a public toilet within the village and could not be incorporated in the Design Statement. A small article to this effect would be published in the next edition of Storrington News. Mrs. Worthington-Leese passed around the comments for members to view and announced that some small amendments would be made to the document before it being sent to Horsham for approval.
85. Village Design Statement – Next Steps. Mrs Worthington-Leese announced that once H.D.C. had approved this document, it would be professionally bound, put to Full Council to ratify and a copy would be uploaded on to the Village Website.
86. Planning Applications Awaiting Comment – Appendix I.
(a) DC/09/1902 – Brook End House, Manleys Hill. This application was for a 4 bed detached house, parking and private amenity spaces and conversion of existing outbuildings to ancillary residential accommodation. A lengthy discussion ensued and it was noted that a similar application had gone to Appeal in 1972 and been refused principally on access from/to Wisborough Lane/School Hill. Members noted that behind the outbuildings shown on the plans there was a large open wooden structure which had not been mentioned and to build the proposed house this would have to be demolished. It was UNANIMOUSLY AGREED that:
The office should request an extension on this application to enable all Members to undertake a site visit and that Mr. Jerman would read the Arboricultural Implications Assessment and look at any trees affected by this proposal, in particular a Cypress Tree (T4) that was recommended for felling. The office should also find out if the large open wooden structure ( which was not shown on any of the plans) was listed.
(b) DC/09/2000 – Sullington Manor Farm, Sullington Lane. Mr Macey had undertaken a site visit and discussed his views with Members. It was UNANIMOUSLY AGREED that:
This proposed development would amount to new housing in Sullington Lane and should be objected to. A letter of objection would be sent to H.D.C.
87. Planning Application Decisions – Appendix II. These were duly NOTED.
88. Planning Applications, Comment Summary – since the meeting on the 8th October, 2009. These were duly NOTED.
89. Trees – The Glade.
The Clerk had received a message from a resident in Greenfield Way complaining about the trees at The Glade and wanted to know when any work would be undertaken. It was UNANIMOUSLY AGREED to:
90. Appeal.
DC/08/2359 – Angells Sandpit. H.D.C. had refused an application for 4 dwellings at this site in 2005, which subsequently went to Appeal, which was granted outline approval subject to reserved matters. DC/08/2359 is for those reserved matters and H.D.C. have refused again on the grounds that the site was not suitable for residential development. The application has again gone to Appeal. It was UNANIMOUSLY AGREED to:
Object to this application on the grounds that whilst there was space on the site for the development, it was considered the access was too close to the A283 and the junction with Water Lane and that soil stability was a major factor. Reference should also be made to H.D.C.’s survey report regarding hazardous gasses.
91. Chairman’s Announcements.
(a) Resignation of Co-Opted Member. Mrs Worthington-Leese was sorry to announce that Mr. Aldridge had resigned as a Co-opted member of the Parish Council. She read out his letter in which he specifically expressed his thanks and gratitude to Messrs Mullard, Roper, Macey, Dawe, Mrs Worthington-Leese, the Clerk and her Assistants. All agreed that Mr. Aldridge would be missed and that the Clerk should write a letter of acknowledgement and thanks for the time he had dedicated to the Parish Council.
(b) Cowdray Farm Shop Open Day. All members had been invited to visit the farm shop during an Open Day on 26th November 2009 from 6pm for canapés with local wines and juices in the company of Lord and Lady Cowdray. Members who wished to attend should inform the office in order that they could collate a list.
92. Documents for Councillors to Read.
(a) C.P.R.E, Sussex Review – Autumn 2009. Mr. Jerman took away this document to read.
(b) C.P.R.E. Countryside Voice Magazine – Autumn 2009. Mr. Jerman took away this document to read.
(c) H.D.C’s Your Guide to Building Control. A link had been sent to all Councillors on e-mail in order that they could download/read this document at their own convenience and Mrs. Worthington-Leese handed a hard copy to Mr. Macey. A copy would also be given to Mr. Mullard.
