Minutes of the Meeting of the Planning and Development Committee held in The Chanctonbury Room, The Sullington Parish Hall, Thakeham Road, Storrington, on Thursday, 9th October, 2008, commencing at 7.00 p.m.
Present: Mrs. A. Worthington-Leese in the Chair, Mrs. G. King, Mr. J. Macey, and
Mrs. L. Wheatley.
In Attendance: 1 Member of the Public
50. Apologies for Absence were received from Messrs. R. Dawe (prior engagement), Mr D. Roper (personal circumstances), Mr. A. Mullard (illness) and Mr. A. Aldridge (personal circumstances). The reasons for absence were duly ACCEPTED.
51. To Receive Declarations of Interest from Members. There were no declarations of interest.
52. To Approve and Sign the Minutes of the Last Meeting held on the 10th September 2008. These minutes were duly APPROVED as being a correct record of the proceedings thereat and were duly signed by the Chairman.
Matters Arising:-

54. Planning Applications Awaiting Comment – Appendix I. These were duly noted.
55. Planning Application Decisions – Appendix II. These were duly NOTED.
56. Planning Applications, Comment Summary – since the meeting on the 10th September, 2008. These were duly NOTED.
57. Appeals :-
(a) DC/08/1471 – 7, Pulborough Road, Storrington. Erection of 1 x 4-bed house with associated garden, garage and car parking. An Appeal had been lodged against HDC’s decision to refuse to grant permission. It was agreed that a letter should be sent to the Planning Inspectorate reiterating our Objection to this application.
(b) DC/08/0915 & DC/08/0918 –Land to the Rear of 307 Church Street. Demolition of single-storey residential building and the erection of 2 single-storey 2-bed residential units. An Appeal had been lodged against HDC’s decision to refuse to grant permission. It had been agreed between the Department for Communities and Local Government Planning Inspectorate, the appellant and HDC that the Appeal would be dealt with by way of a Public Inquiry. HDC had said this would probably not be until March 2009. It was UNANIMOUSLY AGREED that a member of the Planning Committee should attend the Public Inquiry.
(c) DC/08/0397 – Oakhurst, Hurston Lane. 2-storey side, single storey front porch and single storey rear extensions (replacing existing garage and conservatory). An Appeal had been lodged against HDC’s decision to refuse to grant permission. A letter supporting HDC’s decision along with The Parish Council’s objections had been sent to the Planning Inspectorate on 6th October 2008.
58. Appeal Decisions :¬-
(a) DC/07/2370 – 4, Woodside Close, Storrington. Felling of 1 x Oak Tree and 1 x
Beech Tree. The Planning Inspectorate had DISMISSED this Appeal.
59. Tree Preservation Order.
(a) TPO No. 1373 – Land to the rear of 12 Hillside Road. 2 x Oaks CONFIRMED.
60. Rock Common Quarry, The Hollow. Mrs. Worthington-Leese read out the Air Quality report for Storrington and announced that the consultation period had been extended to 14th October. It was UNANIMOUSLY AGREED to write a stronger letter of objection to West Sussex County Council incorporating the details from the air quality report. A copy of this letter should be sent to Washington Parish Council.
61. Tree Issues:
(a) Trees works around Storrington Pond. Mrs. Wheatley and Mrs. King had visited the site and requested that Andrew Gale quote for any necessary work to the trees overhanging 5, The Willows. Awaiting quotation from A Gale
(b) To consider quotation for works to Ash Trees at Parish Hall Car Park. It was UNANIMOUSLY AGREED to accept the quotation of £450 (exc VAT), provided there was enough money left in the budget.
(c) Trees – Recreation Ground. The Clerk had asked it be reported that the first streetlight on the pathway leading to the Leisure Centre was covered by branches from a nearby tree, therefore obstructing any light to the pathway. It was UNANIMOUSLY AGREED to ask Andrew Gale to quote for the necessary work.
62. Listing of Old School Building. Discussions took place regarding the Old School. Mrs. Worthington-Leese requested that any information that could be found, including sections from Mrs J Ham’s book be amalgamated; in order that the office could put a strong case to English Heritage for the building to be Listed. Mr. J. Macey offered his copy of Mrs. Ham’s book along with additional information he had accumulated over the years. Members agreed that the old School was an important building and should be protected.
63. HDC/Sussex Building Control Sustainable Building Design Guidance. It was agreed that this topic should be discussed at the next Planning Meeting, when all members would be present.
64. Minute No. 24: Village Design Statement. The Office had made a start on this document, but did not feel it to be as advanced as would warrant a discussion. It was agreed that work would continue on this document and once it was felt that the document was nearer completion a Working Party Meeting would be arranged to finalise and agree all subject matter.
65. Enforcement Issues.
(a) 31, Dean Way – unsightly aerial. It was reported that after numerous complaints
from residents regarding an excessively high aerial, the resident of 31, Dean Way had agreed that the aerial was unsightly and would be arranging for it to be reduced in height.
(b) Fryern Road. Mrs. Worthington-Leese requested that the office find out the latest position regarding stables and a fence that appeared in Fryern Road.
(c) Sycamore Tree – New Moon Pub. Mrs Worthington-Leese requested that the office find out the latest position regarding a TPO request made earlier in the year on a large Sycamore behind the New Moon Public House.
66. Chairman’s Announcements. There were no Chairman’s Announcements.
67. Documents for Councillors to Read. There were no documents for Councillors to read.
68. Any Other Business. Mr S Dudman asked to speak regarding a planning issue. He stated that he owned the industrial estate at Chantry Lane and 50+ acres of land in the surrounding area. He wanted to brief members of his proposal to add a new, small entrance into Angels which would take the HGV’s (including industrial estate traffic) off of Chantry Lane. Mr. Dudman reported that he had spoken with WSCC Highways regarding his proposals. They had confirmed that there were no requirements for traffic lights and the proposed positioning of the new entrance appeared to meet all requirements. Mr Dudman said he planned to attend future Planning Meetings to keep Members abreast of Developments. Mrs. Worthington-Leese thanked Mr Dudman for attending.
