STORRINGTON & SULLINGTON PARISH COUNCIL

Minutes of the Meeting of the Recreation and Property Committee held in the Chanctonbury Room, the Sullington Parish Hall, Thakeham Road, Storrington, on Wednesday, 7th May, 2008, commencing at 7.30pm.

Present:  Mr. C. Mason in the Chair, Mr. R. Carter, Mr. R. Dawe, Mr. A. Head, Mrs. L. Wheatley and Mrs. A. Worthington-Leese.

169.    Apologies for Absence were received from Mr. D. Roper (holiday).  The reason for absence was duly ACCEPTED.

170.    To Receive Declarations of Interest from Members.  There were no declarations of interest from Members.

171.    To Approve and Sign the Minutes of the last Meeting held on the 9th April, 2008.  These minutes were duly AGREED to be a correct record of the proceedings thereat and were signed by the Chairman.

    Matters Arising :-

172.    Minute No. 168 (b): The Glebe.  The registration authority was D.E.F.R.A., and a copy of the application form and guidance notes had been obtained, together with some copies of evidence forms.  Dr. Ellis had been contacted and he had visited the Clerk and provided a rough background on this subject.  They originally had obtained 42 evidence forms, but unfortunately they did not still have these.  W.S.C.C., had rejected their original request on the grounds that some children had ‘invaded’ Mr. Sherlock’s barn and therefore they had taken the view that the children had not been peaceful, but aggressive.  Dr. Ellis would get together all the paperwork on this subject that he still had and let the Council have this.  He would be happy to co-operate in this respect.  It was suggested another local resident be contacted.

173.    Minute No. 156: C.C.T.V., Chanctonbury Leisure Centre.  Kestrel had been asked to quote for the maintenance of this system.  They should also be asked for a price to install a flat screen in the reception area and also to undertake an assessment of the angles of the cameras to ensure maximum field of vision.

174.    Minute No. 159: Inspection of Play Equipment – Cootham Hall.  A recorded delivery letter should be written to the Chairman of Trustees.

175.    Minute No. 162: Stage Steps.  The Chairman and Vice-Chairman had yet to make a decision.

176.    To Consider the Inspection of Play Equipment Reports.  Since the last report had been received most of the faults mentioned had been remedied.  However, today it was discovered that the loose up-right had been completely broken off and had now been removed, including the wire rope that was attached to it.  There was now some graffiti on the Youth Shelter.
   
    There was to be a site meeting at Meadowside regarding this area on the 14th May.
   
H.D.C., had advised that they were no longer in a position to carry out minor repairs on a chargeable  basis  due  to  their  heavy  workload.    They  would  be  able  to  offer  telephone assistance for sourcing parts and contractors.  They would also be up-dating their inspection sheets in order to provide more detailed information on the level of risk associated with findings.

177.    Report on Sullington Play Project.  A further meeting had been held at which plans drawn up by youngsters were presented.  The compromise would be a new youth shelter with solar lighting, i-pod and radio.  The details would be shown to the youngsters in order to obtain feedback.  It would not be known until June whether the Council had been successful with their grant applications, therefore it had been decided to start with the youth shelter and teenage equipment using the Lottery funding.  Suppliers would drawing up suggested plans that would then go out to another consultation before a decision was made.

178.    Front Door, Sullington Parish Hall.
(a)    Report on latest position with Thomas Doors & Windows.  A cheque in the sum of £812.35 had been received today in settlement of the claim and the Court had been sent a signed Notice of Discontinuance in order to bring this claim to an end.

179.    Re-location of Rubbish Bins at the Leisure Centre.  The Trustees of the Chanctonbury Leisure Centre had requested that the three rubbish bins be moved to a new and more secure location, i.e., to in front of the new storage building.  The reason for this request is that they consider the current location to constitute a health and safety hazard.  However, it was considered the youngsters would then climb on the bins and get onto the roof of the storage building.  A site visit would be held in order to find a suitable location for these bins away from buildings, but at a point where H.D.C., would empty them. 

180.    Health and Safety :-
(a)    Parish Hall/Office.  A risk assessment had been carried out on the 16th April, 2008.  There appeared to be no risks and the assessments were duly APPROVED.
(b)    Cleaning Duties – General.  A risk assessment had been carried out on the 16th April, 2008.  This was duly noted and APPROVED.

181.    Documents for Councillors to Read.  There were no documents for Councillors to read.

182.    Chairman’s Announcements.
(a)    Kompan Seminar at the Hampshire Court Hotel, Centre Drive, Chineham, Basingstoke, RG24 8FY.  This would be on play area design and play value; teenage provision, teens don’t play – or do they? etc.
